in just a few hours, construction crews will make history on the outer banks. they'll start work on the new bonner bridge. this after years of red tape and fighting with environmental groups. the bonner bridge is the only land route residents on hatteras island have to the rest of the outer banks.

newsroom with more on what's expected to happen today. rico. after decades of delays on a bridge replacement in the outer banks, today marks a major milestone for north carolina. crews plan move forward with construction on a new bonner bridge, stretching across the oregon inlet. for years, 10 on your side has covered the story on the current bridge. crews built it in the 19-60s and the bridge was designed to last only last 30 years. in the past, we've told you about emergency shutdowns for repairs to keep the aging bridge up and running. the constant battle and legal issues with environmental groups, residents officials prevented north carolina from building a new bridge. the groups eventually dropped the lawsuits and paved the way for the much-needed replacement that will start this morning. c0001 - reese stecher - charter boat captain 4141 i've seen pieces of the bridge this big fall and it doesn't take a piece but that big to hit you 4146 butt to> 4158 "i think it's needed and when they closed down last year or two years ago, people that live

to speak in person you'll have to fill out a request when you arrive. we have new information about a gates county school principal allegedly suspended for some kind of misconduct. the school superintendent says the principal was not suspended, but place on administrative leave. the superintendent would not say why principal james woods is on leave, however the gates county sheriff says the school board is looking into misconduct allegations. woods is principal at center middle school, and has been with the school for four years. new this morning, facebook wants to go beyond social media. what it is hoping to get from the nfl. plus, zero tolerance for school threats. how police and school administrators are cracking down after one in virginia beach. and a portsmouth firefighter asks for help for the department and gets punished by supervisors,

breaking news now, coming out of new jersey. we just got new details from when we first brought you this story about 30 minutes ago. officials say a 22-year-old woman who hit and killed a state trooper, stopped at the scene and is cooperating with police. 31-year-old trooper sean cullen died after the car hit him last night on interstate 295 in gloucester county, new jesey. he was responding to a crash. so far no charges have been filed. new this morning, facebook says it wants to live stream n-f-l games this year. facebook executives say they are looking to

football. facebook isn't the only company interested. the nfl is also negotiating with amazon, verizon, and other streaming companies. it's unclear how much facebook would pay the nfl for streaming rights, but the thursday night football package is worth 450-million dollars. in the wake of news she failed a drug test, nike announced it is cutting ties with tennis star maria sharapova. nike says it is suspending its major endorsement deal with her during an investigation into the failed drug test. yesterday she admitted to testing positive for a banned substance at the australian open. she says she's been taking medication for her heart since 2006 and didn't realize it was recently declared a banned substance by the world anti-doping agency. maria sharapova/tennis player "i don't want to end my career this way, and i really hope that i will be given another chance to play this game." the international tennis

and will determine if she will face a suspension. the secret service briefly locked down the white house yesterday afternoon after a man jumped the bike-rack barriers. agents tackled and arrested him before he got onto mansion grounds. the agency turned the man over to the d-c police department. investigators have not released any information on who he was or why he people successfully jumped the white house fence last year. the incidents sparked a congressional investigation. a 10 on your side follow-up to an animal cruelty case out of dare county. jordan boykin faces 4 counts of felony animal cruelty. deputies arrested him saturday. boykin is the suspect in an animal cruelty case in avon. in december, dare county investigators found three cats dead in a dumpster. they say someone shot them. boykin bonded out on 30 thousand dollar bail. a man will spend eight years behind bars for causing a deadly crash in suffolk. police wesley johns used heroin and was texting

crash in february of 20-15. investigators say johns crashed into another boulevard, killing 84-year-old bernice brooks and her daughter, 60-year-old teresa brown. a follow-up now to a story we broke yesterday today on fox 43. virginia beach police charged two students for threatening landstown high school. officers say a student's parent told them about the electronic threat. police say this follows their promise to crack down on school threats whether the suspects mean it or not. the superintendent of virginia beach schools agrees, saying the schools have a zero tolerance for these threats. dr. aaron spence - virginia beach schools superintendent c0014 - 453 we don't know when children are being, are trying to just be for serious about things that they're saying online 501 and so we always want to make sure we investigate. 503 department and make sure that we ensure that happens 509 social media campaign

to use it safely and responsibly. a local firefighter, suspended without pay for talking to 10 on your side, says he'll fight back. captain rusty quillin is also the fire union president. and he told us last year, he was worried about staffing shortages in portsmouth. quillin says he's worried about the department's ability to respond to fires. after those comments, the city manager suspended quillen. an attorney says quillin's words were free speech. new this morning, police in illinois are releasing pictures and video from a "traffic stop" to deter people from drinking and driving. take a look - an officer pulled over the driver of this car in january for driving down the street with a 15-foot tree sticking out of the grill. police say the driver was also on the wrong side of the road.

(s/rad akhter/passenger:49-:57) "one member was just under the mudslide, and we were trying to dig her out while the train was hanging. it was a pretty a pretty remote area, so we knew we had some hiking

tracks" the sheriff's office said it was a miracle no one died. the front car of the train fell into a creek. you can see in this video a train car is under water. crews worked overnight to pull that train car out of the creek. it was traveling from san jose to stockton. officials said it was the accident. we have new details about breaking news we're following right now in new jersey. state police say 31-year-old trooper sean cullen was walking near the scene of a crash when a driver hit him. he was responding to a car fire, and there were several other emergency vehicles in the area. police say a 22-year-old woman driving by the hit the troooper, and stopped immediately. she is now cooperating with investigators. this happened overnight on interstate 295 in gloucester county, new jersey. so far no charges have been filed. happening today a major milestone on the outer banks -

replace the crumbling bonner bridge in dare county. crews built the current bridge, crossing the oregon inlet, in 19-63. it was expected to last only 30 years, but budget concerns and legal issues kept them from building a new one. rico bush joins us this morning in the studio with more on the the project 10 on years. rico. after years of fighting with environmental groups over the project, n-c-d-o-t plans to finally move forward on a new span. these are pictures of the bonner bridge being built more than 50 years ago. for years, dare county officials spent millions repairing and maintaining the bridge due to decades of delays on a replacement. environmental groups, worried about the project's impact on wildlife, challenged the state in court and prevented it from moving forward on a new one. the groups eventually reached a settlement, giving the state a green light to replace the decaying structure. better designed bridge for the long-term, for

developing this morning, a war of words between the city of norfolk and a candidate for mayor. the city says sheriff bob mccabe's claims that the police department is underfunded, is not true. sheriff mccabe says the city isn't filling vacancies to save money. city spokeswoman lori crouch said its because officers are moving or retiring, and not because of lack of money. sot - sheriff bob mccabe, department 6:25:11 so that they can address different things that are happening in our city. 6:25:15 the other two candidates running for mayor, current norfolk city councilman andy protogyrou and state senator kenny alexander, disagree with the sheriff. they said he's

gonna move we are gonna actually dig deep and try to find an actual good nieghborhood at which of the two men, or if both, shot knight. they also have not said what led up to the shooting. this morning wesley hadsell needs a new lawyer. a judge was supposed to sentence him this month after he pleaded guilty to a federal weapons charge. a judge granted his attorney's request to withdraw from the case because of a conflict of interest. according to court documents, his federal public defender represents another person's interests that go against hadsell's. specifically this person could become a potential witness against hadsell if he is prosecuted of a crime in his adoptive daughter's case. police found aj hadsell's remains last year, after she was missing for a few weeks. new this morning, a colorado neighborhood had to be evacuated after two fishermen found a bomb in a river. take a look - this is what the john hackworth and his newphew found. at first they thought it was just a rusty knife,

the virginia senate approved it monday. it would allow parents of students with disabilites to use state money for textbooks and tuition at a private school. opponents of the bill say allowing taxpayer dollars to fund education costs at religious schools violates the state's constitution. governor mcauliffe has big plans to expand tourism in hampton roads. he announced more than 800 thousand dollars in matching grants that will be awared to 39 virginia tourism initiatives. the grants are meant to help virginia attract more visitors through growth and expansion of local projects. several of those initiatives are targets to the hampton roads area including the holiday lights at the beach, which you can see here from chopper 10, and the winter blues jazz festival. hampton's economic development director addressed concerns about a high number of businesses closing in the community. the naacp asked leonard sledge to speak at its regular meeting. he talked about big name businesses closing in hampton, such as macy's and sports authority. sledge

we're following breaking news out of new jersey where a police trooper died responding to a crash overnight. state police say a driver hit 31-year-old trooper sean cullen as he was walking near the scene of a crash when a driver hit him. he was responding to a car fire, and there were several other emergency vehicles in the area. police say a 22-year-old woman driving by the scene hit the troooper, and stopped immediately. she is now cooperating with investigators. this happened overnight on interstate 295 in gloucester county, new jersey. so far no charges have been filed. we have new information about a gates county school principal on leave for some kind of misconduct. the school superintendent says the principal was not suspended, but placed on administrative leave. the superintendent would not say why principal james woods is on leave, however the gates county sheriff says the school board is looking into misconduct allegations.

(s/rad akhter/passenger:49-:57) "one member was just under the mudslide, and we were trying to dig her out while the train was

a pretty remote area, so we knew we had some hiking to do along the train tracks" the sheriff's office said it was a miracle no one died. the front car of the train fell into a creek. you can see in this video a train car is under water. crews worked overnight to pull that train car out of the creek. it was traveling from san jose to stockton. officials said it was heavily raining during the accident. happening today a major milestone on the outer banks - north carolina officials will break ground to replace the crumbling bonner bridge in dare county. crews built the current bridge, crossing the oregon inlet, in 19-63. it was expected to last only 30 years, but budget concerns and legal issues kept them from building a new one. rico bush joins us this morning in the studio with more on the the project 10 on your side has covered for years. rico.

be forced to help the government access a locked i-phone. the appeal is over a routine drug case in new york. the f-b-i says it also needs the company to open the phone of the suspected san bernardino terrorist. a judge there ordered the company to create software to break into the encrypted phone. apple opposed the government's request. the government's response in that case is due thursday. verizon will have to pay a hefty fine to the fcc for tracking customers' information. verizon must pay $1-point-4 million dollars for a program called supercookie. supercookie is an ad targeting technology that tracks which websites verizon customers visit, then delivers targeted ads to their devices. for a while, the company was implementing tracking technology without customer's knowledge and did not provide the option of opting out. the fcc now requires verzion to secure an explicit yes to opt into the technology going forward.
